The University of Illinois Springfield seeks enthusiastic, energetic candidates for the position of Director of Construction to coordinate and oversee all capital construction projects, planning and management for the campus.   This position reports directly to the Associate Chancellor of Administrative Affairs of Facilities and Services.

 

 

Salary Range: $125,000 - $135,000 per year

Project Engineer: The project engineer is needed to meet the demands of the Department of Facilities and Services (F&S) at the University of Illinois Springfield. The project engineer will serve as a representative for the F&S department on construction and remodeling projects. The individual will provide expertise in project planning, scheduling, and estimating, along with critical review of construction plans developed by outsourced architects and engineers, and plan, organize and coordinate the efforts of in-house Operations and Maintenance (O& M) construction staff. Also, this individual would preferably be well versed in project management software and systems (e-Builder, PRZM, FCP Web, etc.).

 

Project Coordination: Assist user groups (Colleges, Departments, etc.) in determining the need for renovations; writing scope of work and program statements based on user and campus needs; determining scope and feasibility of new remodeling projects; determining, reconciling and compiling project budgets with input from all pertinent parties; provide design assistance and interpretation to the users to help them understand design drawings; act as liaison for user-requested change orders during construction, and helping user to successfully occupy the new space. Coordinate working relationships with peers and other appropriate university personnel, to achieve defined goals and objectives.

 

Project Management: Review and respond to planning, design, and construction documents throughout all phases of a project; tracking projects for the campus and user regarding correctness and quality of work, schedule and track funds expended, and ensure project delivery is complete as to punch list items, guarantees, warranties, release of liens, final payments, occupancy, record documents and Operation, and Maintenance manuals; helping project team members communicate with the right people at the right time; determining substantial completion of projects and gaining concurrence from the team members; and acting as liaison for the user during the warranty period after occupancy. The Superintendent of Construction is a direct report to this position. Oversee the funding for all projects and work in close coordination with the shared administrative staff.

 

Other Duties: Manage the Qualifications-Based Selection (QBS) process for the selection of architects, engineers, and/or other professional services consultants to be recommended for employment by the University, or by the Capital Development Board. Assist in the preparation of the scope of professional services required for each project. Assist with preparation and implementation of F&S policies and procedures related to project definition and planning. Coordinate building project conceptualization and feasibility studies developed with other professionals and administrators. Develop project budgets and construction estimates for capital improvement projects administered by the F&S and other University departments. Act in concert with Associate Vice Chancellor of Facilities and Services, as liaison with the University Offices of Capital Programs and Real Estate Services (UOCP&RES) in matters of construction procedures, systems, forms, contracts, and software. Also, as time is allotted and under the direction of the Associate Vice Chancellor of Facilities and Services, act as supervisor to in-house trades staff.

 

Qualifications/minimum education and work experience:

• Bachelor's degree in architectural, mechanical, or electrical engineering with experience in facilities planning.
• Minimum of 10 years of progressively responsible experience in the construction of buildings and construction project management. 
• Professional Engineers or Architects license.

 

Preferred qualifications and experience:

• Above average communications skills
• Ability to delegate and supervise the work of supporting staff
• Strong decision-making skills regarding the quantity/quality of space needs of the campus units and talents to plan and negotiate solutions to those needs. 
• Possess the ability to handle numerous projects at one time and to develop priorities within the project team
• Sound analytical and planning talents, with a proven track record of successful problem and claim resolution throughout the project delivery process. 
• Working knowledge of computer-aided design and facilities management systems software
